How Many Asbestos Samples Should a Home Survey Take?

WorkSafeBC expects 18 to 25 bulk samples from a typical home, or an explanation why fewer. How the minimums are set and how to read your survey report.

Short answer: WorkSafeBC’s homeowner guidance says an asbestos survey report should show 18 to 25 bulk samples collected from a typical home, and that if fewer were collected the report should explain why. The total is built up from published per-material minimums, and the certified surveyor determines the number your scope actually needs.

Why does WorkSafeBC expect 18 to 25 samples in a typical home?

Because a house is not one material, it is a dozen of them, and each one carries its own minimum sample count. The headline number appears in WorkSafeBC’s asbestos frequently asked questions sheet for homeowners, in the list of what a survey report should contain: “Number of building material samples taken. There should be 18 to 25 bulk samples collected from a typical home. If not, the report should explain why fewer samples were collected.”

That total is not a rule of thumb someone invented. It falls out of the bulk material sample collection guide published in WorkSafeBC’s Safe Work Practices for Handling Asbestos handbook, which sets minimums per type of material and per area of homogeneous material. Homogeneous means uniform in texture and appearance, installed at one time, and likely to be a single formulation.

Two details in that table do the heavy lifting. Drywall mud is a surfacing material in its own right, sampled separately from the texture above it, and the handbook is specific that you sample the mud only and not the drywall or tape. And flooring is counted per room and per layer, which is how a house with three generations of vinyl in the kitchen produces four samples from one floor.

What does that add up to on a Fraser Valley house?

On a mid-1970s two-level home going through a full interior renovation, the arithmetic lands right inside WorkSafeBC’s band. The example below is illustrative, built from the published minimums rather than from a specific job, and your surveyor sets the real number after walking the house.

Twenty-four samples on a house most people would describe as “just a normal seventies place.” That is why a quote based on three samples and a walkthrough is cheaper: it is a different piece of work. When is a lower sample count legitimate?

Two situations, both of which should be visible in the report.

The first is scope. WorkSafeBC’s homeowner sheet is direct about it: “If the entire home will be demolished, all asbestos-containing materials must be sampled and identified. If only some areas will be renovated, only those need to be surveyed.” The sheet then stresses the point that decides everything: identify all materials that will be disturbed, or fibres may spread through the house. A survey for a bathroom gut on a 1978 house is not a failed whole-home survey. It is a correctly scoped bathroom survey, and it should say so on its face.

The second is professional judgment. The handbook’s own footnote to the sampling table says the professional judgment of a qualified person can be used to reduce the number of bulk samples of homogeneous materials, and that if fewer than the minimum recommended number are collected, surveyors should document the rationale for their position in the survey report. Judgment is permitted. An unexplained low count is not.

There is a third case that runs the other way. Section 6.4(2) of OHS Regulation Part 6 says that if a qualified person suspects a material contains asbestos but determines it is inaccessible or not practicable to sample, the material must be treated as asbestos-containing unless a qualified person later determines that it is not. Material behind a wall you are not opening does not vanish from the file. It gets listed, presumed positive, and flagged for whoever opens that wall next.

What has to be in the survey report?

A specific list, and it is worth checking your report against it line by line. WorkSafeBC’s homeowner sheet says the report should include the original lab results and a complete description of the asbestos-containing materials that have to be removed, then itemizes:

  • Date of the survey, company name and the surveyor’s name
  • Address of the home, and a description of it, including basic construction, square footage, number of floors, age and any recent renovations
  • Description of the building materials used in each room of the home and on the exterior, naming siding, roofing and window putty as examples
  • Sampling locations, by room and by wall, floor or ceiling, and the materials collected
  • Number of building material samples taken, with an explanation if fewer than 18 to 25
  • Name of the lab and the analytical method used, for example NIOSH 9002 or EPA 600
  • Original laboratory results, not just a brief description, identifying whether asbestos is present, the type, and the percentage
  • A list of the quantity of asbestos-containing materials that must be removed if they will be disturbed, in plain terms such as all walls and ceilings in the living room and kitchen

The regulation itself backs that up from the employer side. Section 20.112(3)(e) of OHS Regulation Part 20 requires a written report of the inspection that gives the location and identity of each representative sample, whether it is hazardous material, a description of the methods used, the location of every hazardous material identified including by drawings or plans, and the approximate quantity of each. If your report has no quantities in it, no abatement contractor can bid from it without guessing, and guesses are priced high.

What does trace or less than 0.5% mean on your report?

It means the lab found asbestos but did not quantify it, and BC’s default is to treat the material as asbestos-containing. This single line causes more bad decisions than anything else on a lab sheet.

Start with the definition. Part 6 of the regulation defines asbestos-containing material as a manufactured article or other material, other than vermiculite insulation, that would be determined to contain at least 0.5% asbestos when tested by one of three methods: NIOSH 9000 by XRD, NIOSH 9002 by polarized light microscopy, or EPA/600/R-93/116. Vermiculite insulation is its own category, and it counts as asbestos-containing if it would be determined to contain any asbestos under EPA research method 600/R-04/004, which is why our vermiculite insulation testing is analyzed differently from a ceiling sample.

Now the trap. Routine polarized light microscopy estimates percentages visually, so a result at the bottom of its range gets reported as trace or as less than 0.5%. WorkSafeBC’s homeowner sheet is unambiguous about how to read that: materials listed as less than 0.5% or as trace “must be considered asbestos-containing unless additional lab methods were used to determine the exact percentage.”

The handbook names those additional methods: a 400 point count plus gravimetric reduction, a 1,000 point count, or analytical transmission electron microscopy plus gravimetric reduction. It also gives the reason confidence intervals belong on the report, with an example worth quoting to anyone who waves a low number at you: “a result of 0.3% asbestos with 95% confidence limits of ± 0.3% would not be considered to indicate the absence of asbestos, due to analytical variation.”

Practical version: if your report says trace, you have two options. Pay for the additional analysis and get a defensible number, or plan the work as though the material is positive. What you cannot do is treat trace as clean, because no contractor and no permit desk will.

Who is allowed to take the samples?

Since January 1, 2024, a person holding a WorkSafeBC Level S certificate. WorkSafeBC’s asbestos certification and licensing pages set out the levels, and Level S, Surveyor Safety, carries the scope of practice to perform asbestos surveys. Collecting samples of material that is or may be asbestos-containing sits squarely inside the published definition of asbestos abatement work, alongside identifying material and assessing risk. Certificates are valid for three years from the date of issue.

Separately, abatement contractors must hold a WorkSafeBC licence, a requirement that also took effect on January 1, 2024. Two different things, frequently confused: surveyors are certified, abatement companies are licensed. How does sample count change the price?

Almost linearly, which is why survey types are priced the way they are. Indicative Fraser Valley market estimates as of August 2026:

Ask each bidder how many samples they intend to collect and from which materials. The cheap quote often stops being cheap when a contractor opens a wall that nobody sampled.

Frequently Asked Questions

Is three samples enough for a whole house?

Almost never, and it is the fastest way to spot a thin survey. WorkSafeBC's homeowner information sheet says there should be 18 to 25 bulk samples collected from a typical home, and that if fewer were collected the report should explain why. Three samples is the right number for one textured ceiling under about 1,000 square feet, not for a house.

Why does a pre-demolition survey take more samples than a pre-renovation survey?

Because the scope is the whole building instead of the work area. WorkSafeBC's guidance is that if the entire home will be demolished, all asbestos-containing materials must be sampled and identified, while if only some areas will be renovated, only those need to be surveyed. That difference in sample count is most of the difference in price between the two survey types.

My lab report says trace asbestos. Is that a negative result?

Treat it as positive until someone proves otherwise. WorkSafeBC's homeowner sheet states that materials listed as less than 0.5 per cent or as trace must be considered asbestos-containing unless additional lab methods were used to determine the exact percentage. Those methods are a 400 point count with gravimetric reduction, a 1,000 point count, or analytical TEM with gravimetric reduction.

Who is allowed to collect asbestos samples in BC?

Since January 1, 2024, surveying is certificated work. WorkSafeBC's Level S Surveyor Safety certificate carries the scope of practice to perform asbestos surveys, and collecting samples of material that is or may be asbestos-containing falls inside the definition of asbestos abatement work. Certificates are valid for three years from the date of issue, so asking to see a current one is reasonable.

Can a surveyor take fewer samples than the published minimums?

Yes, with a written reason. WorkSafeBC's asbestos handbook says the professional judgment of a qualified person can be used to reduce the number of bulk samples of homogeneous materials, and that where fewer than the minimum recommended number are collected, surveyors should document the rationale in the survey report. Judgment is allowed. Silence is not.

What if a suspect material cannot be reached?

It gets treated as asbestos-containing rather than ignored. Section 6.4(2) of the OHS Regulation says that where a qualified person suspects a material contains asbestos but determines it is inaccessible or not practicable to sample, the material must be treated as asbestos-containing unless a qualified person later determines otherwise. The report should say which materials those are and why.
